What does "there is nothing evil saves that which shackles the mind and perverts the conscience" mean ?

The first part ("There is nothing evil saves that which shackles the mind") is saying that if it prevents you from thinking, or represses freedom of thought, then it is evil. The other part ("perverts the conscience") is saying that if it makes you act upon evil intent, then it is evil.
