Does Claudius in Hamlet regret his actions?

His conscience changes throughout the play, but why? He shows signs of guilt and human feeling, but only acts to maintain his own power. Does he ultimately regret his actions by the way things play out throughout the play, or guilty as Hamlet raises this giant threat to him.
